Good, but strange fabric+ a hole??

This skirt is nice! It is probably deserving of 4.5 stars but I'm going to round up to 5 so this review will be seen. I'm 4'11" and it comes almost to my knees when it's tied up at my waist, which is a length I enjoy. My main gripe with it is that it feels and sounds kind of like costume/cosplay fabric. It's not super shiny like satin, but it's slightly nylon-feeling and a little bit shiny? The pleats are all wrinkled up from shipping and I'm afraid it will get worse after I wash it, but I'm also afraid to iron it because I have no clue what kind of fabric it is... The best bet is probably to wash it and lay the pleats how you want them to look when you wear it and let it air dry. However, it feels well constructed (and the fabric is decently thick), so I think that redeems it for me. Another weird thing is that there is a slit in the top around where it sits on the waist. It feels/looks like it was made for a button, but there are no buttons, so it just looks like the fabric was accidentally cut open and they tried to sew up the edges a bit to make it look intentional. I don't really care much because it doesn't show if you tie the skirt up... I'm just curious why it's there! Maybe it is meant to be there and I'm tying the skirt wrong? Lastly, the fabric is a dark gray-black and has a deep green lining on the top, which I think is really pretty.
