It works! But there's a trick to it.
I got this despite the reviews, because it intrigued me. I've seen long-wear lipsticks that have topcoats with them and figured I'd try it out using their instructions, since all the instructions for this are in Korean (of course).
HERE IS THE TRICK. Apply your lipstick, then WAIT about 10-15 minutes until it's had a chance to dry. If you can lightly tap your lips with your finger and it doesn't just smudge everywhere, it's dry enough. Then squeeze a small blob of this stuff onto your finger (you really don't need much and it's really liquid) and spread it over your lips. Then you'll need to wait again for this to dry. But I've used this successfully with bright red lipstick that normally gets on everything, using the above instructions, and it survived a 10-hour day with only a little fading on the inner parts of my lips. It's not magic, but it is still pretty effective.
